Do you assume that they merely once in a while tell me what
HEADQUARTERS has decided?
For a year now, I have taken back FULL CONTROL of the Church,
the College the Foundation. I HAVE MADE ALL THE DECISIONS! I have made
all the pla�s for the future. If others at Pasadena have ideas they
wish to implement they must clear it with me, and have my approval.
What I am trying to say
is,
THIS ENTIRE WORK IS, ON THE EARTHLY
HUMAN LEVEL, HEADED BY ME JUST THE SAME AS IF I WERE STILL LIVING IN
PASADENA, AND WORKING FROM MY OFFICE THERE EVERY DAY!
I am in CONSTANT contact with the heads of EVERY DEPARTMENT. I
have many telephone calls every day. I call individuals, pairs or groups
to Tucson when I need to go over things with them personally instead of by
phone. I have NOT relinquished my leadership over the Work in any manner.
A part of our Headquarters staff has been moved here--especially
in the Mail Processing department. Money is opened here, recorded, and
banked, exactly as it was in Pasadena, and by the same trusted and loyal
staff.
When Jesus was on earth, "Headquarters" was wherever Jesus was at
the minute. Now He operates this great Work through His chosen apostle
--and Headquarters is WHEREVER HIS APOSTLE IS!

FROM PASTORAL ADMINISTRATION
Dear Fellow Ministers:
Greetings again from Pasadena! It is good to be back and a wonderful
Passover season was experienced in nearly all areas of God's Church around
the world. Several of us from Headquarters were privileged to fly out
and visit some of the major church areas during this time.
My wife and I flew to Cincinnati where I spoke before 3,000 people
assembled in Cincinnati's fine old Music Hall on the first holy day. We
had enjoyable dinners and meetings with the area ministers and the brethren.
Then we flew on to New York to a most enjoyable church social -- beginning
the very night we arrived. Again, I held a couple of meetings with the
area ministers and was able to speak twice to about 2,200 brethren on the
final holy day. I won't try to describe the trips of all the other men,
but most of them report growth .and enthusiasm in the areas they visited
for which we were all most thankful. Attendance and offerings were�
at nearly all Passover sites, and God's Work continues to grow in spite
of the problems. A number of areas reported a significant increase in
the number of baptisms this year just before Passover. Apparently, our
current trial has caused quite a number of people to "commit" themselves
to God's Work and get off the fence.
One unhappy note was the situation in Hawaii. We had to switch our
previously announced plans and send Mr. Dennis Luker to Hawaii because
our minister there, John Ouvrier, had been carefully "programming" our
brethren against God's Work and against His apostle, Mr. Armstrong. In
