How would anyone have the
power to correct the stilling prob·
lems o( a nation like India, where
illiteracy (the caste system is still
there to a large degree) and poverty
still abound, where the populace
loves in terribly overcrowded cond•·
t•ons. living '" discarded sewor
pipes. junky. ramshackle, thrown·
together, corrugated tin and card·
board shanties with human ex·
crement and urine visible in trickling

seen with my own eyes; l've been
there. How would such a WÓrld gov·
ernor approach such problems?
Here's the way the United States
has approached it. For n:'any years
we have shipped direct aid, equip·
ment, tools, food. money. military
aid. and even nuclear reactors to In–
dia. We have sent everything lrom
the most complex and highly sophis–
ticated products of modem tech·
nology right on down to the most
basic staple of lile - a bag of
wheat.
Much ' SI it 'we' have givlm' away
free. There were no strings attached .
But even so. wouldn't you think that
once in a while India would at least
vote
with
the United States in the
U.N.? (India traditlonally votes with
the "Airo-Asian bloc" of nations
which votes almost without' excep·
tion contrary to U.S. interests.) Still,
India is the recipient of much help
from the U.S.
You cannot cite alleged internal
disturbances in India caused by the
CIA. but you CAN cite the fact that
both prívate and public agencies
have sought to HELP the lndian
people. We havo striven mightily to
prevent starvation; we have shipped
hundreds of millions of bushels of
wheat, rice and barley to India -
GtVING it away. when we knew the
wheat which found its way into
black marketeers' hands was selling
for
$25
a pound. We also knew that
poor storage methods. shipment
damage, and an enormous number
of rats would contrive to consume
fully fifty percent of the wheat we
tNTENOEO for human consumpuon
- so only hall of what we sent
actually reached starving people.
and some of them ended up buying
the grain
we sent free.
No. We haven't interfered in In·
día. We have not attempted to edu·
cate the peoplo of India into a
different religion which woultl allow
