I n 1979, this sorry state o f
affairs was revealed th rough the
NAT O military exercise Nifty
N ugget.
It
simulated a hypothetical
Sov iet bl it zkrieg invasion. 1t
revealed that NATO supplies and
ammo would not last 30 days of
intensive fighting. No wonder the
commander of the American troops
in Eu rope, Gene r a l F r ede ri ck
Kroesen, has said 15 years of
defense cutbacks have created a
" hollow army."

But despite the Soviet's almost
r id iculous advantage over NATO, a
full scale invasion does not look
immediate ly likely, for two rea–
sons.
One, Poland. T he Soviets may be
progressive militar ily, wi ll ing to
win by using the old American mil–
itary adage, "by getting there 'fast–
est' with the 'mostest.' " But they
are cautious at t he same t ime. They
will probably not strike whi le their
supply lines might be endangered.
And Poland sits astr ide the supply
and communication routes to the
Soviet's forward position in East
Germany.
Two, the neutron bomb. The rea–
son the Soviets "squealed" (Presi–
dent Reagan's word ) abou t the
American decision was that neu–
tron bombs possibly can pu t an
effective end to their d ream of
being able to pol it ically domínate
all of Europe.
The Soviets h ave go n e to
ext raordinary pa ins to build up
thei r mili tary Jead. T heir tanks are
sealed . NATO could devastate its
countryside wit h dead ly nerve
gas-and it st ill wouldn't stop a
Soviet invasion! Yet the neut ron
bomb could- and without reducing
all of Europe to a rubble to do it!
The neutron bomb is considered
by mil itary analysts to be the per–
fect defensive weapon, because it
cannot sensibly be used for a sur–
prise attack. T he sold iers of the
defendLng power who receive the
dosages of radiation that it delivers
can sti/1 keep on fighting.
Only
after a prolonged period, when the
effects of radiation begin to take
effect, do they d ie.

Western defense analysts. Since
the alJies obviously aren't going to
take t beir "hollow army" a nd
invade Eastern Europe, the Soviets
can build defensive neu tron bombs
up to thei r ears and it wouldn't
threaten N ATO!
Of course, the neut ron ·bomb is
only as good as the Western will to
use it. The opponents of t he neu–
t ron bomb decry i t precisely
because it can be used withou t
destroying
too much
city or coun–
t ryside-tbereby making "nuclear"
war more possible. (T he neutron
bomb is after all simply a hydrogen
bomb with a small blast area and
radiation tbat goes away quickly.)
But NATO has
a/ways
said it
would resor t to small nuclear weap–
ons in the event it was invaded and
defeat was probable.
Soviet military doctr ine a lso
declares that in any invasion, they
will use smal l nuclear weapons to
wipe out NATO bases behind the
lines. So it is still possible the neu-
t ron bomb could fail to deter a
Soviet invasion, for the bombs are
based in the U nited States at the
moment. Western Europeans don't
want them on thei r soil. To be used
against a Soviet tank force the
bomb woul d have to be flown
across the Atlantic under wartime
condit ions. Were the Soviets to
strike NATO bases with thei r SS-
20s at the star t of any invasion,
there might be no bases in Europe
where the bomb (actually artillery
shells) could be loaded and fired .

Western Eu rope cannot avoid fac–
ing up to its defense crisis forever.
Either
it will spend enough money
on arms to keep back tbe Soviet
bear, or it will become practically
a colony o f the Soviet Union.
